The LocalSettings.php file provides basic configuration settings (based on the Template:Ll file) of a MediaWiki installation.
You should take your time to review the settings in this file.
The file is usually generated by the web-based MediaWiki installer but you can tweak the parameters, possibly in concert with Apache settings.
For MediaWiki installations configured as a wiki farm, a file named Template:Ll may be used.
